Internet slowdown can be used by political parties to slow down the internet during politically tense situations in a country. Sometimes governments can go as far as blacking out the internet. In 2018, during the Presidential Election eve in Uganda, the Communications Commission ordered an internet blackout. This came shortly after it blocked all social media and messaging apps ahead of voting. Users experienced slow connections, and many had no connectivity to the internet. "The government then issued an order to service providers to block social media platforms, then told them to block all internet connectivity on the eve of election day on 14 January." Internet slowdown cases in Africa have increased over the years. "In 2019, there were 25 documented instances of partial or total internet shutdowns, compared with 20 in 2018 and 12 in 2017, according to Access Now, an independent monitoring group."
